Grind 5 tablespoons of rolled oats in a coffee grinder and pour over ½ cup of milk.
Cut 2 carrots and 3 potatoes into large pieces and place them into a baking dish. Add some frozen peas or any other favorite vegetables, 1 clove of garlic, pepper, salt, and 1 tablespoon of olive oil. Mix everything together, place in an oven preheated to 200°C (about 400°F), and bake for 20 minutes.
While the vegetables are baking, prepare the meat for the cutlets. You will need 800 g (about 1.8 lb) of mixed ground beef and pork, 1 onion, a small zucchini grated using a coarse grater (beet grater size), fresh parsley, dill, 1 clove of garlic, salt, and the soaked oats. Mix everything well and form the cutlets.
Once the vegetables are lightly roasted, place the prepared cutlets on top of them and return the dish to the oven. Bake for another 40 minutes.
